    The 2022 Barbados Offshore Petroleum Licensing Campaign will launch on November 1st, 2022 for a duration of 11 months, ending on December 11, 2023.

    The Campaign will be governed by the Offshore Petroleum Act Cap. 282 AOffshore Petroleum (Taxation) Act Cap. 80Offshore Petroleum (Amendment) Act 2012, Offshore Petroleum (Amendment) Act 2017Offshore Petroleum (Taxation)(Amendment) Act 2012 and the Offshore Petroleum Regulations 2013.

    The 2021 Licensing Round is segmented into the following phases. Select the relevant phase for more information.

    The Ministry invites persons to participate in the Block Nomination process commencing on November 1, 2022. The Block Nominations process will last for a period of 45 days and end on December 15, 2022. All 22 available blocks will be open for nomination during this time.

    The Ministry’s Seismic Data Room and Virtual Data Room (VDR) will be open to companies interested in perusing the available seismic data from January 10, 2023 until April 10, 2023.

    Criteria

    All persons intending to apply for Exploration Licences under the Barbados 2022 Offshore Licensing Round are invited to submit their applications to qualify before making such an application. The Prequalification period will commence from January 10, 2023 and end on March 10, 2023.

    The pre-qualification criteria for participation in the Barbados 2022 Offshore Licensing Round are subdivided into the following five (5) categories:

    1. Legal
    2. Financial
    3. Technical
    4. Health, Safety and Environment
    5. Local Content.

    The Minister responsible for Energy and Business (“the Minister”) invites interested companies to submit proposals for exploration licences (“Licences”), to be granted under the Offshore Petroleum Legislation, to explore for hydrocarbons in Barbados’ Offshore Acreage.The opening date for submission of proposals is April 12, 2023. The closing date for submission of proposals is October 11, 2023. Proposals must be received by the Ministry of Energy and Business no later than 12 noon local time on October 11, 2023. Proposals and all accompanying documentation must be prepared and submitted in the English language.
